Parking

All motor vehicles parked on campus must display a valid Highline College parking permit or a daily parking pass. Permits are required for both day and night parking.

During the academic quarters, parking is typically full during the morning hours, Monday through Thursday. Students and employees are encouraged to utilize carpool and mass transit options to reduce parking demands, traffic congestion, and pollution.

Parking permits are not transferable with the exception of carpool permits.

Refund Policy

Full refund of parking permit if the permit is returned by the 5th day after purchase.  Forty percent (40%) refunds if the permit is returned between the 6th and 15th day after purchase.  NO refunds past the 15th day after purchase. Parking permit refunds are only valid during the academic quarter in which they were purchased.

Lost, stolen or misplaced permit

Highline College is not responsible for lost, stolen, or misplaced parking permit.  A replacement fee of $29 will be charged for all replacement permits.

My parking permit fee increased, why?

All credited Highline students now pay a quarterly Transportation and Safety fee with their tuition. The fee will help to sustain maintenance and repair of the parking lots, provide additional parking spaces, and provide a safe and healthy environment for our college environment and visitors. Some student groups do not pay this fee with their tuition, but instead pay the fee when they purchase a parking permit.

 

Purchasing Student Parking Permits or Daily Parking Pass

Student Parking Permits

Apply, pay and pick up a parking permit all in one place (for carpool permits, see below). You can purchase on campus or, if you are buying a full-time permit, skip the lines and buy online.

Buying in person

Buying Online (Full-time permits only)

  • Visit the Highline Bookstore website.
  • Click “Parking Permits”.
  • Fill out the Your Information section and click Add to Cart.
  • Pay with a credit card (Visa, Mastercard). Note: The $47.00 price includes a $1.00 fee for processing and shipping.
  • Choose to have your permit mailed to your home address or pick it up at the Bookstore (Building 8).

Daily Parking Pass

If you do not have a quarterly parking permit, use one of Highline’s Parking Pay Stations. For only $2, you can buy a daily parking pass that is valid until 10 p.m.

  • Find a machine near the entrance of Building 6 in the East parking lot, at the entrance of Building 29 in the South parking lot, and adjacent to the baseball field in the North parking lot.
  • Pay with two $1 bills or credit card. Machines do not give change.
  • Exchange coins or large bills at the Cashier Office in Building 6.

Carpool Permits

We have implemented a new and improved student carpool application process.

Effective immediately, students will be able to pay and receive a carpool permit directly at the Cashiers Office (using this Student Carpool Application Form). Beginning Fall 2019, carpool permits will be $29.00 per quarter.

Student carpool permits are limited to 250 permits per quarter and will be sold on a first-come-first-served basis.

Guest Parking Form (Employees ONLY)

Campus departments may request “guest parking passes” for invited guests to the college through the Public Safety Office. In an effort to provide educational access to students, guest parking passes are issued on a space-available basis during the morning hours. All campus departments are encouraged to plan and schedule major events, requiring parking accommodations, for the afternoon hours or on Fridays.

To request a guest parking pass, access the Guest Parking Request Form. You will be prompted to log in using the same user name and password for your computer. Once you complete the Guest Parking Validation Request Form, if approved, you will receive an e-mail with a seven digit parking validation (Coupon Code) and instructions on how to use the validation code. You may use the validation code in either the East, South, or North parking lot at Highline College.

Chapter 132I-116 of the Washington Administrative Code (WAC) explains the Colleges’ traffic and parking regulations; and it is the responsibility of every parking permit holder to be familiar with them.
Students, staff, and faculty with parking permits may park on campus to the extent that spaces are available as follows: (See map at bottom)

  • Student parking is limited to areas designated for students with a valid “HC/CWU student” parking permit.
  • Carpool parking is limited to spaces designated for carpools with a valid “CARPOOL” parking permit.
  • Staff/Faculty daytime parking is limited to areas designated for staff/faculty parking.
  • Disabled parking stalls are available throughout the campus and can be utilized only by vehicles displaying valid “STATE DISABLED” permit or “DISABLED PLATE”. Vehicles with a valid “STATE DISABLED” decal or plate can also park in any available stalls, including “STAFF/FACULTY, CARPOOL, and VISITOR” parking, and do not require a Highline College parking permit.
The person to whom a permit is issued is responsible for all violations of the Parking and Traffic Rules and Regulations involving the vehicle for which it is registered at the College or to which it is affixed.

The following are unacceptable grounds for appeal

  • Lost citation
  • Forgetfulness
  • Parking only for a short period of time
  • Failure to display a valid parking permit
  • Failure to see signs
  • Giving incorrect or invalid information (e.g. wrong license or permit number)

Appeals submitted for these reasons will be DENIED.

If you wish to appeal a citation, please complete and submit the requested information below. You must respond within twenty calendar days of receiving a citation for your appeal to be considered. You will be notified of the appeal decision in writing.
