ORCA Incentive Program
With the ORCA Incentive Program, the college will match your ORCA expenses, up to $50.00 per quarter! The 50-for-50 ORCA Incentive Program is here to help you optimize your commute.
ORCA Incentive Program Qualifications:
- Taking at least one credit class in the current quarter.
- Must NOT have picked up a parking permit for this quarter.
- Only one ORCA Incentive program submission per quarter.
*Credit classes are courses you’re taking towards earning a degree. For example, Biology 110 is a credit class. ESOL and continuing education classes are generally not credit courses.

Student Process for the ORCA Incentive Program:
- Eligible students can pick up a blank ORCA card from the Public Safety office during business hours.
- Students will first need to load their new card (with any amount between $10.00 and $50.00) using their funds, and then complete the ORCA Incentive Form to have the college match the amount contributed.
- Once form is completed, students will receive a response within five business days concerning whether they met eligibility requirements and the amount loaded onto the ORCA card.
Keep the ORCA card! You can use it again next quarter when you want your transit expenses matched by the college.

Read Carefully Before Filling Out Form
All form submissions must be submitted with a correct ORCA card number and ctcLink ID. Submissions that do not include these cannot be processed. Make sure you load the ORCA card that Highline College issued you, otherwise we will not be able to see your contribution.
PLEASE NOTE: Only one ORCA Incentive Program Form submission per quarter. We will not process two separate $25.00 matching contributions during the same quarter.
Once you’ve submitted the ORCA Transit Incentive Form for the quarter, allow five business days for the Public Safety office to process your request. Once processed, if accepted, you should see an email letting you know that your ORCA card has been loaded with a matching contribution.
