Parking Permit Purchase Guide

Step 1: Bring your ID to the Cashier’s Office

  • Credit students can pick up a quarterly parking permit after showing your ID at the Cashier’s Office.
    • The price of a quarterly parking permit is built into the Safety Management Fee that all credit students pay.
    • For credit students, no extra payment is needed at the Cashier’s office.
  • Non-credit students can purchase a quarterly permit for $40.00. See permit rate table below for updated pricing.

Step 2: Display your permit on your vehicle

  • All motor vehicles parked on campus must display a valid Highline College parking permit or a daily parking pass.
  • Daily parking permits must be displayed face-up on your vehicles dashboard, visible from the outside, and you may only park in designated general parking areas.
  • Permits are required for both day and night parking.
  • Vehicles who do not display a valid parking permit could receive a citation.

Step 3: Familiarize yourself with parking regulations

Chapter 132I-116 of the Washington Administrative Code (WAC) explains the Colleges’ traffic and parking regulations; and it is the responsibility of every parking permit holder to be familiar with them.

Daily Parking Permits

If you do not have a quarterly or annual parking permit, use one of Highline’s Parking Pay Stations. For only $3, you can buy a daily parking pass that is valid until 10 p.m.

All students, employees, and visitors to the College can use this option for parking on campus. Daily parking permits must be displayed face-up on your vehicles dashboard, visible from the outside, and you may only park in designated general parking areas.

  • Find a machine near the entrance of Building 6 in the East parking lot, at the entrance of Building 29 in the South parking lot, and adjacent to the baseball field in the North parking lot.
  • Pay with three $1 bills or credit card. Machines do not give change.
  • Exchange coins or large bills at the Cashier Office in Building 6.

Refund Policy

Credit Students:
Credit students who picked up a parking permit are subject to the tuition refund policy listed in the course catalog. Public Safety cannot refund the Safety Management Fee for students that do not want a parking permit.

Non-Credit Students:
Full refund of parking permit if the permit is returned by the 5th day after purchase. Forty percent (40%) refunds if the permit is returned between the 6th and 15th day after purchase. NO refunds past the 15th day after purchase. Parking permit refunds are only valid during the academic quarter in which they were purchased.

Refunds are only available to Highline College students due to current constraints within the ctcLink system.

Lost, stolen or misplaced permits

Highline College is not responsible for lost, stolen, or misplaced parking permits. A replacement fee of $29 will be charged for all replacement permits.

Electric Charging Stations

In order to use the charging stations located in the North and South parking lots, community members must set up an account with Blink. Joining is easy and free and can be done on the Blink website. You can also use your mobile device by downloading the Blink app, which sends you reminders and notifications when your vehicle has finished charging.

When parking in the charging station parking spots, you must be actively charging.Additionally, there is a four-hour limit to park in these designated charging stations. Once you have reached the four-hour limit, you must move your vehicle to another parking space

Employee Parking Permits

All College employees are required to display a valid parking permit while parked on Campus. To opt-out of the automatic re-enrollment of parking deductions, the opt-out form must be completed. To do so, please email publicsafety@highline.edu or visit an employee at the Public Safety office. If opting out after receiving a parking permit, the permit must be returned before the deductions will be stopped.

Employees are encouraged to park in designated “Employee” parking stalls and areas. Employees may also park in “General Parking” areas, as shown in the parking map below.

Adjunct faculty and part-time employees must renew their parking permit quarterly.

Reserved Employee Parking

Email notification for reserved parking is sent out during the first week of the academic quarter to all employees. Instructions for paying and picking up your parking permit will be sent via email if approved.

Reserved parking areas are located in the East and South parking lots. Campus View garage parking is reserved for employees working in that building.

All employees approved for reserved parking must have proper parking permits to avoid parking citations. 

Guest Parking Form (Employees ONLY) 

Campus departments may request guest parking permits for invited guests to the College. In an effort to provide educational access to students, guest parking passes are issued on a space-available basis. All campus departments are encouraged to plan and schedule major events that require parking accommodations for the afternoon hours or on Fridays.

To request a guest parking permit, access the Guest Parking Request Form below. You will be prompted to log in using your Highline username and password. Once you complete the Guest Parking Validation Request Form, if approved, you will receive an email with a seven digit parking validation (Coupon Code) and instructions on how to use the validation code. You may use the validation code in either the East, South, or North parking lot at Highline College.

Students, staff, and faculty with parking permits may park on campus to the extent that spaces are available as follows: (See map at bottom)

  • Disabled parking stalls are available throughout the campus and can be utilized only by vehicles displaying valid “STATE DISABLED” permit or “DISABLED PLATE”. Vehicles with a valid “STATE DISABLED” decal or plate can also park in any available stalls, as can those with disabled Veteran license plates.
  • Student parking is limited to areas designated for students with a valid “HC/CWU student” parking permit.
  • Staff/Faculty daytime parking is limited to areas designated for staff/faculty parking, with a valid “EMPLOYEE” parking permit.
The person to whom a permit is issued is responsible for all violations of the Parking and Traffic Rules and Regulations involving the vehicle for which it is registered at the College or to which it is affixed.
